Rural Outreach Vocational Education (ROVE) Project

The ROVE Project is a collaboration between Gippsland Education and Training for General Practice (getGP) and Victoria Felix Medical Education (VFME), Divisions' of General Practice (DGPs) and the Rural Workforce Agency Victoria (RWAV). The aim of the project is to develop, pilot and evaluate a comprehensive medical education program to support local International Medical Graduates (IMGs) achieve their Australian qualifications. This will involve the development of a set of diagnostic assessment tools, shared learning resources and joint educational activities.

Involvement of all partners in the development process, will bring together existing programs to synergize and compliment the development of an extremely comprehensive IMG education package.

The resulting educational programs and strategies will be offered to targetted IMGs in Gippsland to better prepare them for:

  • Entry into the AGPT program
  • Sitting the fellowship exam for the RACGP or ACRRM
  • Successfully completing any required form of practice based assessment.

It is intended that the piloted education program will provide an ongoing flexible educational scaffold that will give IMGs the support to both confidently provide high quality, safe healthcare services and successfully sit the fellowship exams.

An assessment tool will be developed and used prior to and at the completion of the trial to assess the educational outcomes of the project. The information collated from this will enable the:

  • IMGs to develop individual learning plans.
  • Determination of the appropriate learning support level required by each IMG.
  • Assessment of the educational program's impact.

The ROVE Project aims to:

  • Provide IMGs in each of the defined ROVE streams with programs designed to meet their specific educational needs.
  • Measure the impact on the clinical competence of IMGs as a result of their participation in the ROVE program.

Objectives:

Enable the IMGs in ROVE Stream One (Category 3) to participate in a vocational training program that:

  • Recognizes previous experience.
  • Is tailored to meet educational needs within the existing framework.
  • Allows participants to meet the requirements of the FRACGP.

Assist the IMGs in ROVE Stream Two (Category 4) to be:

  • Adequately prepared for entry into AGPT (through special entry provisions) by means of an individually tailored transition program based on the IMG's specific educational needs.

Assist the IMGs in ROVE Stream Three (Category 5) to be supported and prepared for:

  • The completion of the AMC examination leading to general registration.
  • Entry into AGPT by means of basic preparation program tailored to individual's needs.

ROVE Project Structure

Development Phase
Compilation of a set of learning assessment tools across competency domains.
Adaptation of existing RWAV, DGP, VFME and getGP needs analysis resources and ELS teaching materials.
Identification of, interviews with and development of detailed profiles of targeted IMGs.

Implementation Phase

Stream 1
Assessment of clinical and communication competence across domains.
RPL assessment.
Development of a learning plan using Rural Exam Preparation Program (REPP).
Access to online learning systems and resources e.g. GPRime.
A tailored program of activities selected from Australian General Practice Training (AGPT), ECTVs, educational workshops and self directed modules.

Stream 2 (Largest group)
Assessment of clinical and communication competence across domains.
Development of a learning plan using REPP.
Access to online learning systems and resources e.g. GPRime
A tailored program of activities, educational workshops and self directed modules with on going feedback from a nominated mentor.

Stream 3
Assessment of clinical and communication competence across domains
Development of a learning plan using REPP.
Access to online learning systems and resources e.g. GPRime
A tailored program of activities educational workshops, practice based learning and assessment activities plus activities for AMC exam preparation.

Assessment Phase

Completion of training requirements, an exam readiness checklist and interview.

The ROVE Project is an attempt to bring together and use educational and support resources that in the past have been limited and dependent on voluntary efforts to provide learning opportunities for IMGs.

Expected ROVE Project Outcomes are the:

  • Provision of targeted and systematic educational support for IMGs.
  • Development of learning needs assessment tools and joint educational activities by pooling the educational resources and expertise of two RTPs.
  • Availability of existing online educational resources and learning planning tools to IMGs.
  • Seamless integration and alignment with REPP and Divisional educational support activities for IMGs.
  • Integration between major groups involved in GP education.
  • Resulting improvements in patient care.
  • Higher success rate for IMGs sitting the RACGP exam.
